This site designed by the Quebec English Schools Network provides an excellent explanation of WebQuests with a Create A WebQuest section and links to additional WebQuest resources. The site is available in French and English.
TrackStar
TrackStar is an on-line tool that allows educators to create WebQuests without having to create a web page or know HTML code. It also provides an extensive database of web-based activities, but they may or may not be good examples of the WebQuest model.
